France - Torrential rain has continued to lash northern Europe, causing extensive flooding in France, Belgium and Germany. The River Seine in Paris burst its banks. In the centre of the country a prison had to be evacuated, with detainees bussed to other facilities. On the Franco-Belgian border, six weeks' worth of rain fell in 24 hours. Dozens of villages and hamlets are under water and forecasters have predicted more rain for Wednesday.

Texas, USA - Residents of some rural southeastern Texas counties were bracing for more flooding Tuesday along a river that had reached a record-high crest just two years after it had run dry in places because of drought. The National Weather Service said the Brazos River crested at nearly 54 feet Tuesday in Fort Bend County, which is just southwest of Houston and home to many suburbs. That eclipsed the previous record by three feet and exceeded levels reached in 1994, when extensive flooding caused major damage. More rain is expected in the area.
