In the East Pacific: Invest 92E is an area of disturbed weather in the East Pacific that has the potential for further tropical development.

Albania - Albanian authorities have sent army troops and other personnel to help people evacuated because of floods caused by heavy rain. Three deaths have been reported so far. Many roads including the highway between Tirana and western port city of Durres have been blocked. Damaged roads have isolated many rural areas. Two ferries were unable to dock in southwestern city of Vlore, keeping hundreds of passengers aboard. Heavy rain, up to 100 millimetres (4 inches) by midday Tuesday, is forecast to continue into Wednesday.

Vietnam, Update - Over the past weeks, consecutive periods of heavy rainfall have caused severe flooding in various provinces in Central Viet Nam: from 14-16 Oct.1 and from 30 Oct.-5 Nov.2 The most affected provinces are Ha Tinh and Quang Binh for the first flood, and Quang Binh and Phu Yen for the second flood. According to the Central Committee for Natural Disaster Prevention and Control, the impact of the floods is as follows:

Floods 14-16 Oct.: (damage and loss as of 18 Oct.) - 34 deaths, 1 missing, and 30 injured - 131,878 houses flooded; 39 houses collapsed - Crops and aquaculture flooded: 2,899ha rice, 2,126ha perennial crops, 11,774ha vegetables and 5,472ha of aquaculture fields - Livestock killed: 7,661 cattle and 312,345 poultry - Multiple roads, bridges and irrigation infrastructure eroded

Floods 30 Oct-5 Nov.: (damage and loss as of 6 Nov.) - 15 deaths, 6 missing - 41,041 houses flooded; 227 houses collapsed - Crops flooded: 7,102ha rice and 4,918ha perennial crops and fruit trees - Livestock killed: 440 cattle and 42,724 poultry - Multiple roads, bridges and irrigation infrastructure eroded
