In the Atlantic Ocean:
Tropical storm Gabrielle forms in the Atlantic about 130 mi. (210 km) S of San Juan, Puerto Rico.
Tropical Storm Gabrielle is not expected to hit US mainland. Gabrielle’s projected path will include Puerto Rico, Turks and Caicos, and the Dominican Republic today. The center of the system will pass just west of Puerto Rico early and then just east of the Dominican Republic late today. She should be near Turks and Caicos on Friday.

A second tornado in three days hits Japan, this time in Tochigi Prefecture and has injured at least two people and damaged 13 buildings.
Heavy rainfall has caused flash floods and traffic jams in Singapore.
Heavy rainfall has caused flash floods in Kef governorate, in northwestern Tunisia. The floods have forced the evacuation of around 500 families. Heavy flood damage has been reported in Merja and Wed Blau Slaa areas.
Flash flood and rock slides in Lai Chau province in Vietnam have claimed the lives of at least three people.
