In the Western Pacific Ocean : Typhoon Bualoi (22w), located approximately 736 nm south of Misawa, Japan, is tracking north-northeastward at 14 knots.

Ivory Coast - Heavy rainfall has been observed in parts of Cote D’Ivoire in the month of October 2019. On 11 to 13 October 2019, the rainfall intensified and resulted in flooding in six cities; Abidjan, Aboisso, Grand Bassam, Ayamé, and Man causing significant damage and loss of lives. A total of 12,900 people (2,150 households) have been affected, 202 homes completely submerged, 72 houses destroyed, 32 people injured, and 12 deaths.

France and Spain - Torrential rain in southern France and northeast Spain left several people missing and one dead, as well as causing severe disruption and damage to infrastructure. In the Montpellier region of France 1000 people were brought to safety.Ten departments in southern France were placed on orange alert. Cars were submerged and the waters of the River Orb rose dangerously beneath a historic bridge in Béziers as the town saw 198mm (nearly 8in) - or the equivalent of two months' average rainfall - in just six hours on Wednesday morning.

In Catalonia in northeast Spain, firefighters are searching for two people — reportedly a mother and son — whose home was swept away by rising floodwaters. Catalonia suffered its second period of torrential rain in two months. Streams became raging torrents, and a 75-year-old man who tried to move his car in the early hours of Wednesday was caught up in the flood at Arenys de Munt. His body was found on a beach hours later.
